Philippine Agriculture Secretary Luis Lorenzo, who was part of the official delegation when President _Gloria Arroyo visited Washington _last month.
"This is a welcome development to us," he said. "Thousands of poor school kids back home will be milk-fed and given right nutrition while many of our dairy farmers will be provided livelihood opportunities because of this assistance," he said.
